About the Project: The Tautua Program Team Leader will lead a diverse team in efforts to accelerate progress towards improved human development outcomes for all Samoans.

This Program Team Leader will lead the implementation of the recently announced 8-Year, DFAT funded, Tautua – Development For All Program in Samoa, reporting to the program’s governance structure. This role will be based in Apia, Samoa on a fixed-term, full-time basis until November 2025 (with possibility of extension).

About the Role:

  • Establish and maintain a coherent Tautua program-wide strategic vision;
  • Drive methodological innovation and adaptation in Human Development programming;
  • Take the lead in signaling and developing a team culture that promotes teamwork, critical enquiry and creativity;
  • Ensure that the program engages with funders, government and civil society partners;
  • Proactively mitigate and/or manage emergent issues and risks as they arise, with particular focus on risks associated with a Facility modality.

About You:

  • A deep understanding of the Pacific, preferably Samoa;
  • A comprehensive understanding of development program implementation including the design, implementation and evaluative stations of a project life cycle;
    Demonstrated success in using political economy analysis and brokering skills to establish and strengthen effective partnerships, influence change and enhance program implementation;
  • Possess high-level leadership, management skills and experience;
  • Refined communication, interpersonal and mediation skills;
  • Relevant experience with DFAT or other major donors in the Pacific or other small island economies is highly desirable.
