The Tautua Human Development for All Program prioritizes five interconnected pillars of human development: Education, Health, Gender Equality, Disability, and Social Inclusion (GEDSI), and Social Protection. Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve delivery.

Scope of Services

The Senior Finance Coordinator will be responsible for overseeing all financial management services for a high-quality, results-oriented approach for the Tautua program. Required tasks include (but is not restricted to) the following activities:

  • Manage the finance and accounting components of the program in Samoa
  • Monitor and prepare regular expenditure and forecast reporting.
  • Review monthly transaction listings for accuracy and recoding.
  • Support program tendering and procurement activities in country.
  • Develop and manage payroll processes and systems.
  • Approve and administer payments of local salaries for locally engaged staff and National Advisers, including managing the tax withholding requirements.
  • Contribute actively to a dynamic and collaborative team culture in line with organizational and team values.

Qualifications/Experience/Competencies

Qualifications and Experience 

a. Degree or higher in Accounting, Finance, or related field.

b. A minimum of 5 years’ progressive financial management and grants management experience on international development projects.

Competencies

c. Demonstrated experience working in similar roles on international donor-funded projects.

d. Demonstrated experience in the development of financial management procedures and systems.
