Pacific Nations Address Spectrum Management Challenges

Apia, Samoa – 20 September 2024 – Over 100 delegates from 40 countries in the Asia Pacific region are taking part in the Regional Radiocommunications Seminar hosted by the International Telecommunications Union (ITU) and the Samoan Government.

Held at the Taumeasina Island Resort from 16 to 21 September, the seminar focusses on spectrum management, regulatory frameworks, and emergency communication strategies for the Asia-Pacific region.

Other partners include the Asia Pacific Telecommunity (APT) and the Pacific Island Telecommunication Association (PITA).

Speaking at the opening, the Minister of Communications and Information Technology, Toelupe Poumulinuku Onesemo highlighted the vital role that radio spectrum allocation plays in fostering resilient telecommunications infrastructures. This is particularly pertinent for Pacific Island nations, which face unique challenges due to their geographical isolation and vulnerability to the impact of climate change.

The seminar commenced with an exploration of international spectrum management concepts and procedures for frequency assignments recorded in the Master International Frequency Register (MIFR). Attendees also had hands-on training using state-of-the-art ICT tools developed by ITU.

The second half of the seminar features practical workshops that allow participants to engage directly with these tools for terrestrial and space services.

Technical advisor at Insmart based in London, Mr. Bahrit emphasized the ITU’s role as “the global regulator of spectrum,” highlighting its responsibilities regarding frequency allocation for both terrestrial and satellite communications.

One of the key highlights of the seminar includes a demonstration on emergency communication disaster management. A compact satellite unit designed for emergency scenarios showcased how dedicated lines can be established during crises—an invaluable tool when traditional communication systems fail.

Lematua noted that the seminar is aimed at making participants aware of their responsibilities regarding spectrum management as countries prepare for the upcoming World Radiocommunication Conference in 2027.

With representatives from over 40 countries attending, this seminar aims not just to educate but also to foster networking opportunities among international and local ICT companies.

As Samoa takes center stage in these discussions, it positions itself as a vital player in enhancing telecommunications infrastructure across the Pacific region.

The ITU Regional Radiocommunication Seminar signifies a concerted effort toward strengthening international cooperation in spectrum management and disaster preparedness—a crucial step for advancing telecommunications in an ever-evolving digital landscape.
