Samoa Chamber Launch BLP Co-Investment Fund to Boost MSME Growth
Apia, Samoa – 01 October 2025 – The Samoa Chamber of Commerce & Industry has officially launched the Business Link Pacific (BLP) Co-Investment Fund. The private sector development offers new financial pathways for micro, small, and medium enterprises (MSMEs) to access high-quality business advisory services and growth capital.
The project was launched during the Samoa Chamber’s Members Meeting held on 29 September at the Lava Hotel Conference Room.
The BLP Co-Investment Fund provides matched funding to eligible MSMEs, enabling them to scale up high-impact projects that drive business growth, job creation, and sustainable development for Samoa’s business community.
By matching MSME contributions, the Co-Investment fund increases the total capital available for transformative business initiatives.
The special guest, HE Si’alei van Toor, New Zealand High Commissioner to Samoa, acknowledged the enduring partnership between the New Zealand Government, BLP, and the Samoa Chamber since 2019 and reaffirmed New Zealand’s commitment to inclusive economic growth and private sector resilience in Samoa.
The New Zealand Government has invested $500,000 NZD in the BLP Co-Investment Fund.
“The Fund itself is a new grant facility designed to foster business growth, innovation, social cohesion, climate change resilience and access to finance,” said Si’alei van Toor.
The Co-Investment Fund builds on BLP’s suite of offerings for the private sector which aims to make high-quality business advisory services more accessible and affordable for MSMEs.
Based on a 50% contribution from businesses, the fund will match SME project-value ranging from SAT25,000 to SAT50,000 where funds may come from savings, loans, or other financing sources.
The meeting was chaired by Chamber Treasurer, Anish Chandra that also served as a forum for its members and the business community to celebrate the Chamber’s ongoing collaboration with BLP and to reaffirm its commitment to advancing SME development through strategic partnerships.
