United States to Build the Saina-Toamua Primary School
Apia, Samoa – 17 December 2025 – The United States Embassy in Samoa today hosted the signing of the Memorandum of Understanding (MOU) between the United States and the Government of Samoa for the construction of a new Saina-Toamua Primary School.
The MOU was signed by U.S. Chargé d’Affaires Daniel J. Tarapacki and Samoa’s Chief Executive Officer of the Ministry of Education and Culture, Aeau Christopher Hazelman.
There are more than 600 students currently enrolled at the Saina-Toamua Primary School that faces significant challenges due to deteriorating state f te school building and facilities.
Since May 2024, the U.S. Embassy has worked closely with the Ministry of Education and Culture and the school’s leadership to address these concerns and ensure the safety and well-being of students.
The United States will fund the construction of the new school building through the U.S. Overseas Humanitarian, Disaster, and Civic Aid program that will consist of 16 classrooms, a library, a computer lab, a science lab, a principal’s office, a staff room, and separate toilet facilities for students and staff.
The project also includes the safe demolition of the existing school, ensuring the new facility meets the highest standards and will serve the community for years to come. The total project cost is estimated at approximately USD$1.9 million.
