5 Samoans Receive JICA Scholarships to Study in Japan

Apia, SAMOA – 28 August 2026 – Five Samoans have been awarded scholarships under the Japan International Cooperation Agency (JICA) SDG Global Leader Programme to pursue tertiary studies at Japanese universities.
The scholarship recipients are:
- Manu Solomona. A Senior Scientific Officer with the Samoa Meteorological Services, will pursue a Bachelor’s degree in Environmental Science.
- Alice Elise Jodie Tiligi Apulu will pursue a Master’s in Social Development and Administration at Rikkyo University.
- Nukufetau Muaulu will pursue a Master’s in Public Management and Policy Analysis (PMPP).
- Seruia Alpha Loama will pursue a Master’s in Business Administration.
- Patisepa Maugata Milikini will pursue a Master’s in Policy Science.
The recipients expressed their heartfelt thanks to JICA for providing them with the opportunity to further their education in Japan.
They are also committed to give back to Samoa when they return after completing their studies.
JICA Resident Representative Mr Furuta Shigeki congratulated the five recipients on receiving the scholarships.
He explained that the JICA SDG Global Leader Programme provides long-term scholarships for Samoans to study at Japanese universities while supporting national development.
He also explained that public servants and government employees are eligible for the programme.
On behalf of the Samoan government, Fuimapoao Beth Onesemo of the Public Service Commission acknowledged JICA’s support in advancing the academic opportunities for the people of Samoa over the years.
She congratulated the scholarship recipients and encouraged them to excel in their studies.
