HRPP Unveils $32M SUPA Initiative to Empower Samoa’s Most Vulnerable

Apia, Samoa – 18 June 2025 – The Human Rights Protection Party (HRPP) today launched the Special Underprivileged Populations’ Assistance (SUPA), the third pillar of its transformative Poverty Alleviation Project (PAP).
With an annual investment of $32 million tala, SUPA delivers targeted support to Samoa’s most vulnerable populations, ensuring financial security, health, and opportunity for those who need it most.
SUPA reflects HRPP’s dedication to fostering inclusivity and compassion for those facing unique challenges. This initiative honours our shared responsibility to protect and empower the disadvantaged, ensuring no Samoan is left behind.

SUPA introduces a comprehensive framework to address the needs of underprivileged groups through three key programs to be implemented in the first 100 days of an HRPP administration:
1. Disability Benefit Enhancement
- Increased monthly payments of $300 (up from $100) for individuals with permanent disabilities, recognizing their unique challenges.
- An additional $200 per month for carers of those who are completely immobile, supporting those who provide essential care.
- Estimated cost: $5 million tala per annum.
2. New Birth Grant Program
- A $1,000 one-off payment at the time of birth to help families cover essential costs for newborn babies.
- An additional $1,000 one-off payment upon completion of infant vaccinations (Hexa-B and MMR-2) at 15 months, promoting child health and well-being.
- Estimated cost: $11 million tala per annum.
3. Zero-Rated VAGST on Basic Food Items
- Zero rating of Value Added Goods and Services Tax (VAGST) on essential food items, including canned chicken, tin fish (eleni), rice, flour, milk, butter, and potatoes, to reduce the cost of living for all Samoans.
- Estimated cost: $16 million tala per annum.
Key Features of the SUPA Initiative:
- Targeted Support: SUPA delivers tailored financial assistance to people with disabilities, new parents, and all Samoans facing rising living costs.
- Health and Well-Being: The New Birth Grant Program incentivizes infant vaccinations, ensuring a healthier future for Samoa’s children.
- Cost-of-Living Relief: Zero-rating VAGST on staple foods makes essentials more affordable, easing financial burdens for families.
As part of the broader Poverty Alleviation Project, SUPA complements the Cost of Living Allowance (COLA) and Pension Ensuring Lasting Empowerment for the Golden Age (PELEGA) initiatives, with a total investment of $210 million tala. Through disciplined leadership and innovative policies, HRPP is dedicated to creating a resilient and equitable future for every Samoan.
