Background:
Samoa is increasingly taking action to reduce its vulnerability to climate change and disaster risks by ensuring that climate change policies are well embedded into its national planning frameworks and processes. Such actions will continue with the involvement of key stakeholders such as the government, private sector, civil society and the communities into the process to make it more inclusive and participatory. Despite these efforts, there are challenges that remain in terms of human capacity constraints in central climate change, finance and planning agencies to develop and manage multi-sectoral climate change projects and programmes and to access global climate change finance. One of the key findings of the 2018 private sector scoping study in Samoa revealed the high interests of Samoa’s private sector to have direct access to climate finance. It was also found from the businesses that were consulted about the low level of awareness in climate finance. Government and the Samoa Chamber of Commerce and Industry (SCCI) are working closely to build private sector capacity and strengthen its engagement in climate change and disaster management through the climate resilience and disaster advisory committees. The membership of SCCI in these two national committees provides an opportunity to raise and discuss private sector issues related to on-going developments in Samoa for mitigation and adaptation activities.

The SCCI has embarked on reviewing its Strategic Plan 2016-2020 and the formulation of a new Strategic Plan 2021-2026 with the support of the New Zealand Government. The new Strategic Plan will incorporate development actions to mitigate the impacts of climate change and disasters. One of the activities to be considered is mainstreaming climate change and disasters into the Plan that is aimed at strengthening climate resilience of Samoan businesses. Another key challenge being identified by SCCI is the limited knowledge and technical skills of the private sector to effectively analyse and manage climate risks of their own businesses. This is due to the lack of tailored climate information services available which can be easily understood and applied in a particular sector or industry. Secondly, there was recognition to strengthen private sector engagement with the public sector in climate finance and national project implementation to build its capacity to accessing climate finance.

Objectives of the Assignment:
The consultant will work under the guidance of the SCCI, Ministry of Finance (MoF), Ministry of Natural Resources and Environment (MNRE), Ministry of Commerce, Industry and Labour (MCIL) and the PIFS PACRES Project to build the capacity of the private sector in climate change and resilience through:

  • Supporting the mainstreaming of climate change and disaster risk management (DRM) into the new Strategic Plan (SP) 2021-2026;
  • Providing training on mainstreaming of climate change and DRM to the private sector;
  • Increasing awareness and understanding of the science of climate change and its roles in linking businesses and investments to climate financing;
  • Developing a private sector engagement strategy to increase engagement of the private sector with the public sector on climate finance related issues; and
  • Assisting SCCI and the government to develop at least 1 – 2 climate finance concepts/proposals for funding consideration by relevant climate finance institutions.
