To Conduct a

Cost-Benefit/Utility/Comparison Analysis of Angiogram and Stenting Services.

The Tautua Program wish to invite interested qualified applicants for the abovementioned role. A brief background for the Tautua Program is provided below.

About Tautua
The Tautua Human Development for All Program prioritizes five interconnected pillars of human development: Education, Health, Gender Equality, Disability, and Social Inclusion (GEDSI), and Social Protection. Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues.
Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve delivery.

Scope of Services
The aim of this technical assistance is to conduct a cost-benefit/utility/comparison analysis of an angiogram and stenting service that is provided locally or overseas. The Analysis shall provide an overview of the current situation in Samoa regarding cardiovascular disease prevention and management including the need for overseas treatment under the Overseas Treatment Scheme (OVTS). The analysis should provide insights into the costs and benefits of stenting, both in the short and long term, and should also consider factors such as patient outcomes, healthcare costs, and quality of life.
The analysis will also consider the financial and non-financial impacts of and stenting service, whether this is provided locally, in Fiji, or in New Zealand, including the impact on patients, healthcare providers, and the wider community. The results of the analysis will be used to inform policy and practice in Samoa regarding the provision of a local angiogram and stenting service for the diagnosis and treatment of mild to moderate ischaemic cardiovascular disease.

Qualifications and Experience

  • Postgraduate qualification in Economics or any other relevant discipline.
  • 10+ years of experience and knowledge in the Health industry.
  • Experience in conducting const-benefit analyses in the healthcare sector. This includes a strong understanding of health economics, data analysis, financial analysis, and policy analysis.
  • Experience in the use of statistical analysis software such as R or Strata, Excel, and be able to accurately analyse large datasets.
  • Excellent communication skills, both oral and written, and is able to communicate complex concepts in a clear and concise manner to stakeholders at all levels.
