About Tautua
The Tautua Human Development for All Program prioritizes five interconnected pillars of human development: Education, Health, Gender Equality, Disability, and Social Inclusion (GEDSI). Guided by the Government of Samoa, Tautua provides opportunity to create transformative change in human development by addressing complex development needs though multi-sectoral, innovative approaches that identify and focus on the underlying issues. Simultaneously, Tautua intends to be able to respond to emergency, short-term needs, build capacity and through research, monitoring and evaluation apply lessons learned and evidence-based decision making to continuously improve service delivery.

About the Samoa Gender Partnership Program
The Samoa Gender Partnership Program (SGPP) is a two year program (April 2021 – June 2024) with a total budget of AUD$2.9 million. It has been novated under the Tautua Program, together with Health, Education and other GEDSI programming. It is in alignment to the priorities of the Government of Samoa specifically set out in the February 2022 Pathways for Development of Samoa (PDS) Priority 4, ‘improved access to opportunities for all especially women and youth’.

Scope of Services

• To lead the development of the Samoa Gender Partnership Program (SGPP) Research Strategy and Learning Agenda, with assistance from the GEDSI Technical Lead and the GEDSI Program Activity Coordinator.
• Ensure that the strategy is targeted / focused on the achievement of EOPO for the Workstream 3: Learning Research that: evidence is available to inform gender planning and decision making by GoS, DFAT, Tautua and other stakeholders.
• Ensure that the strategy is focused to the period of the program with considerations for future research and partnership opportunities.

Qualifications and Experience

• A tertiary qualification (Bachelor/Masters) in the fields of Gender, Disability, Social Protection, Public Policy, or any other related field
• 5-10 years' work experience in the Gender, Disability, and Social Protection space
• Expertise in the area of research in the areas of Gender Equity and Equality, Disability, Social Inclusion, and Public Policy with experience in conducting theoretical and practical research projects in said area(s)
• Excellent command of English (written, read, and spoken). Language ability in Samoan is an advantage.
• Proven track record in the development of research, analysis, policy, strategy documents

Essential

• Work experience in the areas of Gender, Disability, Social Protection, and Community Development in Samoa or any other similar jurisdictions
• Work experience in the development of Research Strategies especially in contexts similar to Samoa and in the Pacific.
• Highly effective and efficient with demonstrated ability to meet deadlines.
