PM calls for collective effort to deliver Pathway for the Development of Samoa

Apia, SAMOA – 8 June 2026 – The “Pathway for the Development of Samoa (PDS)” for the period FY2026/27 to FY2030/31 was officially launched on Monday 8 June 2026 at the Tui Atua Tupua Tamasese Efi (TATTE) Convention Centre by the Prime Minister, La’aulialemalietoa Leuatea Fosi Schmidt. The occasion marked a significant milestone for the Government and all of its partners, as this national plan provides the direction for Samoa’s development over the next five years.
In his keynote address, the Prime Minister called for a collective effort between the Government, communities, the private sector and every Samoan to deliver the development of Samoa as outlined in the PDS as it cannot be achieved by Government alone.
The theme of the new PDS is “Sustaining community empowerment, driving resilient growth and fostering good governance, social justice and partnerships”, with the intention to lead to the realization of the long-term vision of a “Highly resilient, safe and prosperous Samoa, grounded in the Fa’a Samoa and faith in God.”
The Prime Minister reiterated Government’s commitment to addressing key development challenges that have continued to hamper national progress. This is evident in the PDS placing greater emphasis on an integrated and sector-wide approach that draws on the Samoan cultural concept of AIGA.
“In these times of global uncertainty and external influences permeating our borders; drawing on the interconnectedness, values and strong foundation of the Aiga is paramount to our collective success,” the Prime Minister said.

Twelve people representing various sectors including the church, businesses, the diplomatic corp, government ministries, NGOs, the disabled and Samoan diaspora, were invited to cut the ribbon to launch the new development plan.
The five (5) Key Strategic Outcomes pursued in this national plan are supported by twelve (12) Key Priority Areas, with progress tracked against a set of National Indicators.
Outcomes include efforts towards ensuring inclusive social development – with health, education and cultural preservation as the foundation of national development.
The Government remains committed to creating a sustainable economy; one that is resilient to external vulnerabilities and where benefits are shared among all Samoans.
Priority is also placed on trusted governance, the rule of law and security; highlighting the Government’s commitment to fostering a safe and just society where institutions uphold integrity, communities are protected and all Samoans enjoy equitable access to justice, opportunity and democratic participation.

A safeguarded and climate-resilient environment will also be prioritised. In recognition of Samoa’s vulnerability to climate change and disasters, the Government is resolved to enforce environmental safeguards, restore natural resources, strengthen disaster preparedness at the community level, and promote renewable energy initiatives.
The Government will renew its focus on structured public works and sustainable infrastructure; strengthening asset management, ensuring reliable and responsive public utility services, and driving digital transformation and innovation.
The Prime Minister acknowledged the contribution and support of all those involved in the development of the PDS including the village communities, the private sector, civil society, NGOs, development partners, and Government institutions. He also encouraged the continued collaboration of all stakeholders and reminded everyone of their shared responsibility for development towards a greater future for the people of Samoa.

The event was well-attended by members of Cabinet and Parliament, members of the Diplomatic Corp, Government dignitaries, representatives of various national stakeholders, and members of the community.

The Government is hosting a series of public events to promote the Pathway for the Development of Samoa FY2026/27 – 2030/31 throughout this week at the following times and places.
- Tuesday 9 June 2026 at the Fasito’o Tai EFKS Hall at 10:00am;
- Thursday 11 June 2026 at the Salelologa Market at 10:00am; and
- Friday 12 June 2026 at the Fono Fa’avae, Sasina at 10:00am.
