Police Ban Toa Samoa Fans & Car Parades

Apia, Samoa – 4 October 2025 – Police have banned Toa Samoa fan car parades ahead of the weekend finals against New Zealand where Samoa will avenge a narrow defeat in the first round.
Leiataua Afamasaga Samuelu Afamasaga, the Acting Commissioner of Police, Prisons & Correction Service (SPPCS) told the media that there will be no more parades allowed on town roads or any other roads in the country.
He said the decision to stop fan car parades was due two accidents that happened last Sunday.
“A person was injured during the parade at Faleasi’u, and another person was hurt during a parade in front of Apia Park,” said Leiataua. He also said the Police gave a license for the Saturday parade only, but the Sunday one was not authorized by Police.

Referring to the law, Afamasaga said the Police follows the Ordinance 1961 which states that parades are done by walking, not by driving cars and can only be held on the Main Beach Road and not on other public roads.
“This is in order to ensure the safety of people’s lives and to prevent damage to property,” said Afamasaga.
The Acting Commissioner announced that Cars Club and people who have initiated and organized fans parade in the past to support Toa Samoa, should now look for other ways to support the team, but no more car parades will be allowed.
During last weeks Parliament session, MPs voiced their concerns about public safety and properties as well as the impact on people living along the roads used by the car parades due to the noise.
There was also the concern that extra police work and resources could be well utilized elsewhere.
