Government Clarifies Appointment Process for Ministry of Health Chief Executive Officer
Apia, SAMOA – 13 December 2025 – The Government of Samoa affirms the transparency and integrity of its public service appointment processes following recent media reporting on the appointment of the Chief Executive Officer (CEO) for the Ministry of Health.
The Prime Minister, Hon. Laaulialemalietoa Leuatea Schmidt, has confirmed that while the Public Service Commission (PSC) plays a vital advisory role in recommending qualified candidates for senior public service positions, the ultimate decision to appoint the CEO of the Ministry of Health was made by Cabinet in accordance with the Public Service Act and established Government procedures.
The Government reiterates that:
- The PSC’s recommendation is an important step in ensuring merit-based consideration of candidates, reflecting the Commission’s expertise in public service matters.
- Cabinet has the constitutional authority to make final appointments for key leadership roles within the public service, and this authority was exercised responsibly and in the national interest.
- The appointment of Ms. June Scanlan Lui as CEO of the Ministry of Health reflects Cabinet’s confidence in her experience and capacity to lead one of the nation’s most critical ministries during a time of ongoing health sector priorities.
- The incorrect publication by the Press Secretariat in the announcement of the new CEO of the Ministry of Health will be investigated by the PSC as soon as possible. This will ensure that these actions will not happen again in all government announcements by the Press Secretariat in future.
The Government acknowledges recent public interest in this appointment and welcomes constructive engagement from stakeholders, including civil society and the media, as part of Samoa’s democratic discourse.
The Government also notes that any initial communication regarding potential candidates that may have caused confusion, have since been addressed and clarified. Government communications will continue to ensure accuracy and uphold public confidence in our institutions.
The Government remains committed to good governance, transparency, and the rule of law in all public service appointments, consistent with national policies and the principles of service to the Samoan people.
