Convicted murderer awaits Parole decision

Apia, Samoa – 24 October 2025 – A man, Kiuga Talouli Levi who is sentenced to life for the murder of a 12-year-old boy who was sleeping inside a mosquito net, is awaiting the Court’s decision on his parole application.

Prosecutor Fuifui Ioane is asking the court to let Levi serve 17 years before he is eligible for parole. The Crimes Ordinance Act says that a prisoner is eligible to parole after serving at least 7 to 10 years based on the years of sentence.

The Prosecutor however argues that Levi’s action was deliberate and premeditated before executing it.

According to court documents, Levi was upset with the deceased’s married sister whom he had an affair with, then planned to end her life. However, he killed the deceased instead.

The deceased at the time of the incident was sleeping inside a mosquito net with a relative when Levi arrived and shot him.

Levi originally pleaded not guilty to the charge but changed his plea to guilty in the middle of the case.

Levi was convicted on the charge of murder last week and was sentenced to life imprisonment by Justice Fepuleai Ameperosa Roma.

He awaits the Court’s decision on his parole application.
